It is now becoming widespread a practice of financing the cost of consulting projects, advice and implementation of procedures even at zero cost, adjusting the bidding company the cost of their services, so it does not exceed the annual appropriation from which training available to the client.
These fraudulent practices involving a reduction in income from Social Security system, and a decline in revenues from the State Agency of Tax Administration, as training for jobs that serve as funding, are exempt from VAT.
Irregularities have been revealed, among other entities in the ICT sector, the Spanish Professional Association of Privacy (APEP) denouncing the practice of zero cost LOPD (consulting or implementation of the applicable standard of protection of personal data zero cost) to the Tripartite Foundation for Training and Employment, which has opened an investigation.
These actions harm both consulting companies and to the training, the more at a time when quality education is important for the retraining of workers and help in the incorporation into the labor market. That is why the competent bodies should take any steps in this direction eradicate these practices.
